What this article covers
CUSMA (Canada–United States–Mexico Agreement) can reduce or eliminate duties on qualifying goods moving among Canada, the US, and Mexico. This article explains eligibility, where to work in Stallion, how to submit a certificate (upload or generated), and what statuses mean.
Step 1: Use the CUSMA portal and submissions
Who it helps — Sellers whose goods are manufactured in CA, US, or MX and who ship within that trade zone. Preferential treatment lasts for the certificate blanket period (up to 12 months).
Where to work
- CUSMA page — all submissions in one table.
- Product → CUSMA tab — submissions for that product.
Product eligibility — DDP status Approved and manufacturer country US, CA, or MX. If the CUSMA tab is greyed out, DDP is not approved yet or the manufacturer country is outside USMCA.

Origin criteria (A–D) — A: wholly obtained in USMCA territory. B: meets product-specific rules (non-originating materials allowed per rules). C: made from originating materials only. D: meets regional value content (e.g. 60% transaction value or 50% net cost). For B and D, set Method of Qualification: NC (net cost), TV (transaction value), TS (tariff shift); NO for A and C.
New submission — Upload — New Submission → select eligible product(s) → Upload → attach completed certificate (PDF) → optional blanket dates → submit for review.
New submission — Generate — New Submission → eligible product(s) → Generate → complete certifier role and blanket period; exporter, producer, and importer contact blocks; product table (HTS, origin criterion, producer indicator, method, country of origin); signature and authorization; use Preview (and PDF if offered) before submit.
Statuses — Pending (awaiting review) → Approved (CUSMA rates for included products through blanket end) or Rejected (see notes; resubmit). Expired after blanket end — renew when offered (often pre-filled from prior submission; new version such as v2). Expired or expiring within ~30 days may show renewal options from the portal, product, or product groups.
Opportunities — On the CUSMA portal, review products that qualify but lack a submission; links open the flow to act.
